The character in context

Varys serves as the court’s spymaster, using informants, disguises and the Red Keep’s passages. He explains to Tyrion how power depends on belief while shaping what others are allowed to know. He helps Tyrion escape prison and works with Illyrio. At the end of A Dance with Dragons he kills Pycelle and Kevan to prevent the court from recovering its stability, supporting the youth presented as Rhaegar’s son Aegon. That claimed identity should not be treated as proven solely by Varys’s account.
