The character in context

Roose, Lord of the Dreadfort, begins the war commanding Robb’s troops before moving through secret bargains away from the Stark cause. His treatment of Jaime at Harrenhal reveals that calculation; at the Red Wedding he kills Robb himself. Granted northern authority, he tries to restrain Ramsay’s conspicuous cruelty to preserve the appearance of order. The hostile north of the fifth novel shows that possession of titles has not secured lasting allegiance.
