The character in context

Kevan spends years implementing Tywin’s military and political decisions. After his brother’s death he refuses to shoulder responsibility for Cersei without corresponding authority. As regent he works to repair relations among crown, Tyrells and Faith while worrying about Lancel. Varys kills him because those efforts might restore stability. His caution and competence do not place him outside responsibility for the family’s wars.
